Thereupon I arranged with Lajor-General Ventris ' who only arrived in the Colony on the 15th. July that the consent of the War Office to the release of Mr. Freche should be obtained. This was done and lir. Freche left for the United States of America

on the 5th. October.

I enclose copy of a letter which has been addressed to the Government of India on the subject. Under the Travellers Restriction Ordinance cases of this nature are now dealt' with by the Civil Police.
